But I keep on reading how Photos is terrible, so I tried out some other packages. Lightroom -- hated it with a passion (really clunky, slow, and unreliable). A few other great RAW processing / editing packages -- DxO, Capture One, etc. -- but they don't seem to do file management very well. What else should I be looking at? Lightroom is not known to be buggy so I can't comment on what was causing that for you. If you like Photos and feel it works for you then by all means go ahead and use it. Along with the plugins available, editing is fine on Photos.
